Solar photovoltaics has been supported by policy on the basis of its potential value in future. As a rerult, the electricity cost has been reduced constantly to acheive the lowest electricity cost with in a decade. On the other hand, the industry encounters a difficult business siutation due to global competition and declining of the market price. In addition, many people concerns the future development of dometic market. Under these situation, the author would like to consider how to create and utilize new values of PV in industry and market.

Several electric companies in Japan announced "accessible capacity to the grid" based on the current electric generation operation rules and reported the prospective output control ratio in a year under particular condition. In order to provide power producers with information on influence of the prospective output curtailment under several actual conditions, Japan Photovoltaic Energy Association performed output control simulation based on operation rules shown by the electric power companies and expected introduction capacity of the photovoltaic power station. As a result, it was shown that the output control ratio might be restrictive quantity under some conditions.

Power conditioners for solar power generation in Japan is required to the following features. It is an output control function for upper clip of the power generation amount. This function is planning and instruction, depending on the excess of the expected power generation power. Solar power introduction amount many countries similar functions are required. I will explain the specifications and its background, assumed implementation of the output control function in Japan.

In rural areas, there are plenty of resources and potentiality of renewable energy. Ministry of Agriculture, Forestry and Fisheries, aims to realize rural areas with renewable energy projects done by mainly farmers and groups related to agriculture, forestry and fisheries, who can get more incomes through selling their products, using electricity and profits made by renewable energy. To realize this, it is important to promote renewable energy projects led by local communities through making consensus of the areas and cooperating with experts who have knowledge and technique, and we support such projects which fit the local communities.

In December 2014, the Tokyo Metropolitan Government announced a plan to increase the share of renewable energy accounting for 20% of the total energy consumption in Tokyo by 2024, and accelerates measures for further development and implementation of renewable energy. I would like to introduce details on TMG policy for renewable energy including a support program for installing solar panels when renovating one's home, which will be launched in FY2015.

Under those circumstances, JPEA has demonstrated the possibility of PV energy as a major player in the future national energy system in its vision “PV OUTLOOK 2030”. The vison concludes that “100GW in 2030” is only a way station, and the industry should keep challenging for coming decades (may be for 100 years) towards its final destination of (100%) renewable energy based society called “smart-country”.

The Fujisawa Sustainable Smart Town (Fujisawa SST) we are developing in Fujisawa City, Kanagawa Prefecture is a joint project between the private and public sectors, which involves, partner companies promoting advanced initiatives, and Fujisawa City itself. The main feature of this project is that we will build an actual smart town with 1000 households. I introduce this project and future of a sustainable town enabling residents to have eco-friendly and smart lifestyles incorporating the blessings of nature.

[2] Japan's First Local Production for Local Consumption Type "Higashi-Matsushima Smart Disaster-Resistant Eco Town"

This is a public disaster recovery housing development project for Higashi-Matsushima City, which had great damage in the Great East Japan Earthquake in 2011.
Houses and the nearby hospitals are linked in a smart grid using independent lines, allowing the local production and local consumption of renewable energy, with solar power as its main source, while also ensuring an independent energy supply in the event of an emergency.
This urban development, with its high levels of preparation for a disaster and its contributions to the local economy, is attracting considerable attention.

O&M Business and Future Perspective in the Era of Massive PV systems
